IRMA is a member-owned joint risk pool, created pursuant to the Illinois Intergovernmental Cooperation Act and operates according to a Contract and Bylaws. IRMA is self-governed by a full representative Board of Directors; each Member of IRMA has a seat on the Board of Directors and a direct voice in the organization. IRMA is managed through a Committee system including Steering Committees representing the police, fire, public works and parks and recreation departments; Standing Committees responsible for the core functions of IRMA – Administration and Finance, Coverage and Claims, Membership Relations and Training & Risk Management; and an Executive Board that reports to the full Board of Directors.
